Eugenic fears were intensified by the development of mental testing (Binet and Simon, 1914),and the acceptance of the notion of fixed, innate intelligence which could not be improved upon. Political interest in the social control of defective children was therefc~reparamount in the early twentieth century. A committee on physical deterioration published a report in 1904 and recommended the establishment of special schools in the country for delicate children. Medical interests were served by one recommendation of this committee, that the medical inspection of all children be a duty of all school authorities, and in 1907 the School Medical Service was set up.

The longer-term relevance of sociological perspectives applies to all those involved in special education, particularly the clients parents and children. One of the uses of sociology, as previously noted, is to demystify, to provide ordinary people with tools to ask what is going on, and some knowledge of the way people with power keep and legitimate their power. Special education has developed as one of the most secret areas of education, partly because of the medical connections, and the ideology of 'medical confidentiality'.

Progress there must yet be' (Pritchard, 1963). The Warnock Committee relied heavily on Pritchard's The social origins of special education 27 work to produce their chapter on the historical background of special education and wrote: as with ordinary education, education for the handicapped began with individual and charitable enterprise.
