The Committee’s role included making recommendations on the creative development of young people through formal and informal education. As part of the debate around that process, Abbott has argued that being creative is a skill which needs practice (Abbott, 1998). With practice, individuals develop what he calls ‘expertise’ in creativity.

I, too, subscribe to this view, although Abbott’s conception of creativity seems to be mainly about solving, rather than also finding, problems. So, from the creative impulse, through its forms of expression, I have suggested that creativity can be shaped, crafted and encouraged.
